I visited my neighbor and saw his 8 year old son playing Resident Evil 4. It didn't sit well with me that the kid is playing a survival horror game that features intense action and a chilling atmosphere 😯.
Is it okay for a kid of that age to play games like that? Or am I just overreacting?

That is strictly no. Kids below the age of 13 shouldn't play games where there is too much violence.

I would never allow my kids play fighting games or battle games until they are past 13 years of age. Even though there are not many researches to prove violent games make kids violent, psychologists warn that being exposed to violence might make kids insensitive to violence and might even think violence is justifiable.

That's what I thought. Some games should be strictly out of bound for kids, for the sake of their sanity

I can easily allow my kids to play video games that are midly violent because it is not really going to do much damage to them. But when it's a game that is adult rated and filled with explicit violence, I will never allow my kids to play that kind of a game.
